Function help on Status bar and When editing in Formula Box

This works in Code Builder, Function Builder as well.

When mousing over a function under F(X) menu, function explanation shows on Status bar.

When a function is selected, smart hint shows to give function info. and example.

It's added other dialog that has access to LT functions as well, such as
1. Set Column Values (Set Matrix Values),
2. NLFit (Surface Fit, Matrix Fit, Implicit Fit etc.)
